Pol Capt Supornchai Nilasamit, a duty officer at Saen Suk police station, said the shooting occurred about 1.30am on the beach in front of Laem Thong store opposite Burapha University in tambon Saen Suk.
Two men and two women were wounded. The men were Thanawat Kingmala, 37, who sustained a bullet wound near an eye, and Chusak Permsarika, 33, who was shot in the abdomen and seriously injured. The women were Namfon Choychinda, 19, who suffered a serious head wound, and Nathakan Kongsiri, 23, who was shot in a leg.
Mr Chusak was the last to be taken to the hospital, after he was found hiding in a soi near a hotel.
Six spent 11mm cartridges and four spent 9mm shells were recovered by the police from the scene.
The police believed two rival groups had clashed while celebrating Songkran.
