The responses to comments, which together with the Draft EIR forms the Final EIR, were made available to the public and agencies on September 7, 2018. Following publication of the Final EIR, it was discovered that two comment letters had been sent to the City during the Draft EIR comment period but were not in fact received by the City. On September 27, 2018, the City published additional responses to these two previously-unknown letters commenting on the Draft EIR. As part of its action taken on October 3, 2018, The Planning Commission certified the Final EIR and adopted the findings and statement of overriding considerations.
